Can there be two bonus new rules in play at the same time, i.e. Poor Bonus and Rich Bonus?

[edit] When does a turn end?

If the basic rules are the only ones in effect and I play hand limit zero as my Play 1, is my turn now over and I am effected by the hand limit and the person who the turn has passed to is not or is everyone affected by the hand limit as soon as the card is played?
